1. this is a lead/lag/standby with a fire pump as the final pump.
2. pumps start and stop on pressure setpoints.
3. the fire pump is not in the lead/lag/standby rotation (see #6 for clarification)
4. use adjustable time delay for start and stop
5. should only need to give a start command to the pumps with vfds. the vfd can handle the ramp up/ ramp down
6. because there are two vfd pumps and one atl, only rotate lead/lag between the two vfd pumps, and leave the atl as standby
7. need all the typical alarms for pump fails, pressure high/low, high flow
8. need soft HOAs
9. add logic for the hydro tank based on tank level to start/stop the compressor. when water level reaches a high setpoint, run compressor until water reaches the low setpoint.
10. alarms for high high and low low for the hydro tank
11. alarm for compressor fail to start/stop
