Should the valves feed at a fixed operator-set flow rate and simply start/stop based on pond level setpoints, or should we modulate the flow rate based on how high/low the pond level is between those setpoints? and the well kicks on/off when RW can’t keep up? (which would mean max flow rate cant keep up with demand, or low level at waller, etc)
