This means the unit isn't detecting a live Ethernet link on the port you're trying to configure. A few things to check:
Plug in an active Ethernet cable — the PV+ 7 won't let you configure IP settings on a port that has no link. It needs to detect a physical connection first. Even just plugging into an unmanaged switch or directly into a laptop should satisfy it.
It has two Ethernet ports (Link A1 and Link A2) — make sure you're plugged into the correct one and that the port shows a link light
If the cable is plugged in and it still says no connection, try a different cable or port
Once you have a live link, to get the MAC:
After you plug in and the link comes up, go back to that network screen — the MAC address should now be visible in the adapter details alongside the IP settings.
Alternatively, get the MAC from Windows directly:
Since it's Win10 IoT, if you can get to a command prompt:
There's sometimes a way to launch cmd.exe via the Task Manager (Ctrl+Alt+Del may work if a keyboard is attached)
Run ipconfig /all — this will show the MAC for all adapters regardless of link state
That's probably your cleanest path if you don't have a cable handy right now
