Kevin Seifert: note there were three blinking dots next to the DLR firmware version number in the firmware update mode when first updating the firmware

Good proposal overall — it's clean, professional, and well-structured. Here are some honest observations:
*Strengths first:* The phased approach is logical, the Bill of Materials is clear, and the exclusions section is actually quite good — explicitly calling out UPS, rack, cabling, and SCADA licensing protects you from scope creep disputes.
*Potential Red Flags / Areas to Improve:*
*Vague hardware specs in the BOM* The Memory Upgrade Kit just says "DDR4 ECC Registered RAM (to spec)" — that's not a real spec. If there's a dispute later about what was delivered, "to spec" is hard to enforce. Pin down the exact capacity (e.g., 128GB, 2x64GB DIMMs) and speed.
*No timeline or schedule* The proposal has no estimated completion date, phase durations, or project milestones. For a sanitation district managing critical infrastructure, they'll almost certainly want to know how long SCADA will be in a transitional/vulnerable state.
*Failover type is ambiguous* The proposal mentions "automated failover protocols" but doesn't specify whether this is a _hot standby_ (instant, automatic) or _warm standby_ (manual promotion required).
